1996 – perhaps

 

A brief history of emission standards or “Kalifornia Emission Testing - the Tail that Wags the Emission Dog.”

1950’s - Kalifornia started it when regulations were established with the California Bureau of Air Sanitation.

1960 - Kalifornia formed the Motor Vehicle Pollution Control Board.

1968 – California Air Resources board (CARB) formed.  Two years later EPA popped up.  With that, along came, at least in Kalifornia, Road Side street smog checks – such as it was.  Also test procedures for license renewal. 

 

BUT all that was required, if the vehicle failed emissions, was to get it fixed and “show and improvement.”  The Maestro sold a “You Pass Kit.”  It consisted of a spark plug with its ground electrode mashed into the center electrode.  Instructions: pull one existing spark plug and replace with Maestros You Pass Kit sparkplug.  Go to emission test – peg dials on emission test bench and fail.  Go home.  Replace Maestro’s You Pass Kit sparkplug with the one you previously removed.  Return to emission test center.  With all cylinders now firing which vastly improve emissions – get sticker.

 

1971 – Evap charcoal vapor canister.

1972 – EGR valves

1975 – Two way oxidizing Catalytic converters and air pumps are introduced and adios to leaded gas.

1976 – Volvo introduce a neat little gadget – the O2 sensor

1980 – Kalifornia requires lower emission standard and Porsche uses the O2 sensor and the three way catalytic converter.  This did away with the EGR and air pumps “to make the engine lighter.”

1980 – Corvette . . . Kalifornia car lowest hp and three speed automatic transmission only.

1988 – OBD I compliance became a Kaliforna standard – but primarily deals with drive-ability.

1996 – OBD II  All Vehicles must be emission compliant.

 

So I would say 1996 but we have a great group of history diggers out here so I am all eyes and have an open mind.  If we agree – we’ll do it your way; if we disagree – we’ll do my way.
