Although it does sound like Reagan, I doubt it.  Maybe in a pre-op briefing comment for sure.    If you look around the derated video declass is out there with audio.   “Music” in Fast Eagle 107 was unsure what to do, but Fast Eagle 102 ,“Hank”, was clearly heard yelling Shoot, shoot, SHOOT!   No Reagan on the radio.   

Phoenix was a big girl.

Anyhow, in the army, anything painted blue is a training device only.  Don’t know if Navy missiles are painted with a yellow band to indicate “live” stuff inside.

That blue missile underneath the F-14 is a AIM-120 

And unfortunately they never used them in that fight and Rick I am not sure whether or not the Tomcats ever carried them
