It was a Tripoli sanctioned launch event.  They have been meeting at
Black Rock for decades, routinely launching stuff to over 100k.  This
event had about 100 participants.

This particular rocket is catching the attention of others in the
hobby because it was the first launch over 200k that didn't have a
mega budget and a team of dozens.  Also, it's the first Class 2 rocket
(under 40960 Ns total impulse) to accomplish this.  However, when
Tripoli saw what he was doing, they made him jump through all the
Class 3 hoops anyway.

Doing a quick look at Tripoli regs, it says that Class 3 or flights
over 100k need to go through an approval process by the FAA.
