Having worked in that world...  It's a completely different set or rules/regs over FL600 (~60K) above class A.

The rules for this activity are very clear. From a technical standpoint, the rocket must pass design and construction inspections. Took 2 years for this guy to design and get approval. Oddly enough, the feds allow amateur rockets to be self policing, by the NAR and Tripoli.

 

As for the flight, different launch areas have different clearances. Black Rock Desert is one of the very few with an unlimited ceiling. 

 

I've been to Brothers, OR where they have a 20k ceiling, but that can be extended to 50k briefly by calling the FAA. I've stood beside the guy who made the call shortly before someone put one up to 32k.
