Well, I figured I'd give the furriners a chance first.
Not fair for a long time native to spill the beans.

OK -------

"Basic Rule".  I forget the formal wording, but in
effect - here in Oregon before all the liberals from
CA and elsewhere moved in and messed it up -
you were supposed to drive at a speed that was
safe and prudent for road and traffic conditions.
If you were all alone in the middle of the Eastern
Oregon dessert, you could get away with a lot.
The problem is that the cop's opinion and your
opinion of what was safe might not agree.
But flying by a cop working radar at 80mph on
the freeway w/o being pulled over was not uncommon.
