Uh, well, yes, UPS *is* that slow. A local UPS "troubleshooter" said to allow at least 1 day for each state border crossed (not that there are problems crossing state borders, but that is their rule of thumb). Plus I have to add another day or three because I live in some kind of UPS vortex. So east coast packages usually take 3 weeks to reach me.
As for USPS, they are reasonably quick if sent first class. But if sent via el-cheapo parcel post, well, it can take many weeks. A postal worker (oxymoron?) said that bulk mail and parcels get put aside when they are busy. On weekends they sort thru the stuff and deliver or forward as the case may be. That's why you often find lots of junk mail delivered on Monday.
Of course there is the case of a friend's business that just got delivered an order that was sent in the 1930's.........

If you are paying for shipping why does he care how much it costs? And even UPS Ground is not two weeks slow. I would get a tracking number or cancel payment. Sounds like you are getting screwed and he is waiting long enough that you can't reverse the payment.
