The sinking pedal on a cold start is/was due to a sticking check valve
   when cold.

This causes a hard(er) pedal initially, until the valve opens and you
   get vacuum to the booster.

Again, this symptom would be accompanied by a much harder pedal than
   is normal.

The test for the booster is as follows:

With the engine off, pump the brake pedal several times until it does
   not get any harder.

This evacuates the vacuum from the booster. Then, with your foot on the
   brake pedal,

start the engine. The pedal should then sink a bit under your foot as
   the vacuum builds

   in the booster.

The pedal should only sink to where it is in 'normal' use and no
   further.

I'll say it again though, the symptom you originally describes is
   typical of a seal leaking

internally in the master cylinder. I've seen it 100's of times ...
   replace the master and

   move on.

Thanks everyone for suggestions and ideas. I am going to check the vacuum
booster and the check valve first.
How do I check the vacuum booster ? Any ideas ?
