Not necessarily.

It could be that with the engine off (ie no vacuum boost) the pedal is
sitting higher than in 'normal' use with boost. This would mean that the
piston and seal(s) in the master cylinder are sitting in a different
position in the bore where it does not usually sit and therefore not leak.

It could also be a heat thing too.

This is not a problem with the vaccum boost. The only way it could be, is if
the pedal started out hard due to a lack of boost, and then while sitting
with your foot on the pedal the booster were to kick in and then the pedal
would sink to its 'normal' height during use.

I have ordered a rebuild kit for the master cylinder, but one thought has
crossed my mind ...

If it was a master cylinder leak, shouldn't it also sink with the engine off
? It doesn't .... I've tried several times and it just doesn't sink ...
I've checked the check valve (sounds strange ..) and it looks ok, but it
shouldn't have any interference with the engine off, right ?

I just don't want to fix something that doesn't need to be fixed !
