And the next question is; Where did they measure that
level?  At the exhaust tip of a bus in Los Angeles? 
Is that a world-wide average, including the
uninhabited areas?  Seems that is the only precise
measurement as the 0.027% is a world-wide average!

Just like any other measurement, statistics are
manipulated to show anything the special interest
groups want to "prove".
