28% is federally owned  (653,000,000 acres) but 40% of all federal land is in 
Alaska

Removing Alaska from the stats, i.e. figuring only continental US,
only 20% of the US is federally owned land.

Examining just land EAST of the Mississippi River - federally owned land is 
UNDER 4%
