That's misleading because CA has two rates...new owners pay 
twice what existing owners pay.  My brother pays  $600 on house
he bought for 100k 30 yrs ago. Truely low.  Were he to sell the 
property tax on the 1MM house would go to $5k. 

Stastics need backup to be meaningful.
