Similar symptoms to when my series 1 TR had a leaking head gasket. It would run beautifully all the time as long as you never crossed 3k RPM on the motor. Once you did, combustion gasses started to get into the coolant. They would eventually collect at the high point of the radiators (at the bleed valves) and the coolant circulation would slow or stop, causing overheating. Fans might or might not have run depending on OAT. Bleeding the system (helps to have car on a hill with nose higher) would restore normalcy until you crossed 3k RPM again.

 

Took me nearly a year to figure this out. It’s tough to do a combustion gas / coolant check because of the way the overflow tank works on the TR. I basically narrowed it down by process of elimination. Before pulling the motor to do the head gaskets I took a last-ditch shot at re-torqueing the heads instead (with engine in car). Worked beautifully. No problem in ten years since.

 

I bought the car with under 5k miles on it in 1997. My guess is that the original owner never had the heads re-torqued at the first service interval, which is required in factory maintenance. So a pinhole leak was enough to wreak havoc for a year. It’s possible that since your used motor is low mileage (lower than mine when it developed the problem) you may be facing the same thing.

The thermostats are the same they are one the fire wall of the car 

Along with the temp sensor that turns on the fan it's in the radiator 

All of that is from the old car 

The 3 temp sensors on the engine 2 to the ECU and one the temp gauge in the cockpit are from the new engine 

Those are the only new sending units for this car and they have 16 k on them

The only thing that I can figure is that there is still some air in the system 

But usually the fans don't come on if there is air in the system

I am totally stumped on this one

When I shoot the upper radiator pipes with my infrared gun for temp readings it matches the gauge within 5 degrees

Going to do a block test to see if I am getting any leak a minor one thru the head gasket into the coolant 

That's the only thing left

Fans come on and off at the right time but the static temp is now 190 195 which is way warmer than it was before

No leaks

My guess is that one of the 2 thermostats is sticking ?
