How do you know for sure that the 'stats are working? Have you submerged them in a pot of boiling water and watched their operation?
A thermostat is simply a two-way valve that's activated at a set temperature. It won't work properly if it can't seal off the rest of the circulation system (so stays open all of the time), or if it gets stuck and can't open (causing hot coolant to recirculate all the time within the engine). If it's stuck shut, the rads will be quite cold as no hot coolant will be flowing through them. Take temp readings of the rads when you just start the car and the engine is stone-cold, then take readings when the temp gauge is reading at it's hottest and see if there is (or not) a corresponding increase in rad temp. If the 512 TR has a heat exchanger in one of the rads for the oil, take note if the oil temp causes that rad to rise in temp as well (and compare to the opposite rad without the oil heat exchanger).
