It just does it.  It always preferences wifi over cell.  Our local
golf course has no cell reception in the bar (small town, spotty cell
everywhere), so I'm always on wifi there for example.  Elsewhere, like
when I was in Applebee's last night, it uses wifi even though there
was strong cell reception.  For international, my carrier doesn't
support it without replacement of the SIM card.  But as long as I can
find wifi, I'm good to go.  Out in the boonies, not so much......
