If Mercedes pulled Hamilton in for tires he would have lost P1 and then if they didn't restart the race he would have lost the race, so there's no way they were going to risk that, they didn't anticipate getting blindsided by Massi. From my limited knowledge it seems as though he made up his own rule at the end of the race, hard to imagine how that can stand.
