I've had American cars where the needle had stop pin at 10mph.  No mechanic 
could offer an explaination.  Guess that's for making 'Boston' smooth stops.  

On the oil issue, we went through this 5+ years ago and from numbers 308 owners 
submitted, I webbed this graph.
