They are legal, just no longer manufactured (BT's) due to "political correctness".

  If they had painted them pink and called them "Rose Petals of Love"
  and placed them in a rainbow box w/ care bears on the front
  they likely never would have been taken off the market.

Another case of a too-successful marketing campaign ;)

PS: Expect a huge lawsuit if you shoot anyone w/ BT's today.
