The simple standard answer to both situations and I'm surprised you hadn't 
heard.
It is best to have a separate free checking account at a separate bank from 
your primary one.  
You keep a small amount there for PayPal and other such activity.  This doesn't 
prevent
anomolies but isolates their impact.  Helps with identity theft also.
