They do that on parts of the Autostrada and Autobahn. As a result, you can see people go whipping by - only to see the same guy (or gal) sitting by the side of the road grabbing a smoke a mile or so before the next toll booth.

Illinois is a Pay to Play state. Curiously when the recall measure didn't pass (similar to the measure which essentially put the "governator" in office in CA - IL doesn't have one), a few of the state officials who voted against it suddenly got state funding for their pork projects.

Ah, Illinois is an active political state. Remember to vote early... and often!
