See now that is just another good reason to avoid I94 like the plagued,
construction ridden, slow moving, pot hole filled, craptacular highway
that it is...
How exactly do they track that on I94 though? I really only go through a single checkpoint ever on may way from Gurnee to, say the I94/US41 merger heading downtown? Is this something on 355 or some other toll road?

This was the system on the French AutoRoutes when I was over there a few years back. No I-Pass; they just issued a paper receipt which you presented at the next window to pay. It had the time of printing stamped on it. Between the toll plazas, which were about 30 KM apart, were wonderful roadside parks with benches etc. The prevailing method of driving was to go like Godzilla was right behind you, then pull into les parc for a Gauloise. Once the requisite amount of time had elapsed you resumed driving absolutely flat out all the way to the next toll plaza.
