If your are able to reach it with a drill, first having soaked it with liquid wrench (being careful to not get any on he lense. put an eraser in a reverable drill ( if you don't have 1/4" rubber eraser - then break one off a pencil) and use that as a 'easy out'. If that does not work use a quarter inch dowel b4 you try a drill. It is hard to drill freehand into a steel screw.

Have you ever tried to do that?  lol.  When I tried it once, I did a great
job of walking the drill bit all over the place.  I amaze myself how I can
so often turn a small project into a major one. lol

Drill a VERY small hole, then use an appropriately sized small Easyout tool
to un-thread it.

In my effort to replace a burned out bulb in my taillight, a screw broke in
two.  They have grown rusty and are rather narrow so it was no surprise.
I'm able to take the top off the clam-shell and have access to the top of
the remainder of the screw, but I'm not sure how to remove the tip.
 There's
not enough exposed to grab with needle-nose pliers.  Any suggestions?
