In my effort to replace a burned out bulb in my taillight, a screw broke in

I'm able to take the top off the clam-shell and have access to the top of
the remainder of the screw, but I'm not sure how to remove the tip. There's
not enough exposed to grab with needle-nose pliers. Any suggestions?

Go to your local HW store and purchase an EZ out, if you have a decent HW store or NAPA nearby ask how to use it properly if you do not already know. They come in many sizes from tiny to extra large and should let you back out all but the most stubborn of broken off screws (like when I used an EZ out to remove a broken wheel bolt on my 348), or last summer when I used it to remove a stripped hex head retaining bolt on a front brake rotor... Its a must have tool for the home mechanic, I keep it next to the rubber mallet :)
