Only one fan coming on is indicative of a bad relay.  Both left and 
right fan have their own
relays which are energized in common by the thermostat switch.  Full

at FerrariWiring.com or FerrariDiagrams.com.

I had my radiator rodded and it did make a difference and isn't that 
expensive.
Chemicals are no substutute for physically running a brush through the innards.
