Chain lubrication costs just about zero once you have a pressurized supply of lube (oil pump).  Belts are a little more energy efficient than chains.

True.  Also keep in mind that belts don't need lubrication.  I imagine that's a factor somehow.  Would there be a cost benefit of not having to lube a belt v. having to lube a chain?
