I'm a bit puzzled.  I don't have any problem at all getting the old
fashioned lead/tin solder.  60/40 or 63/37.

For example, it's right at the top of Radio Shack's home page.  And
any of the electrical supply stores I occasionally shop at have it.
Other than higher temp silver solder, it's all they have.

I occasionally tinker with model trains, all the suppliers sell it.

Local hardware stores, even the hardware sections of the big box stores.

Am I mis-interpreting something?
