VFR Visual Flight Rules -See it, fly to it.
IFR Instrument Flight Rules -the instrument rating you spoke of. Basically can't see outside or the ground but depend on signals and your instruments in the cockpit to get you to the last 50ft before you hit the ground.
Many are IFR rated... that doesn't mean they can do it when the weather turns to shit and you can't see a thing and are almost out of fuel. A lot of IFR pilots die in bad weather every year.
Doesn't sound like they are going anywhere... just flying for the sake of flying... and I get it.
Yes, they should only fly under VFR conditions, in terrain they know and in good weather. Why push it? Especially if they don't have the power to get themselves out of trouble.
Clyde and I flew aircraft with a throttle that would get you out a world of hurt in a hurry. You don't have the feature in a 150.
