13.5 volts is a bit low, should be more like 13.8 - 14.2.
Could be a bad regulator, the alternator, or a wiring problem (not that that ever happens on a Ferrari-:)
Some alternators are mounted in rubber bushings and have an external ground wire. A bad ground to the alternator (or engine ground) can cause a charging problem.
Kind of hard to diagnose long distance, those of us in the biz of repairing cars have special tools to help pinpoint these kinds of problems.

The alt idiot light is staying brightly lit on my '87 tr. The weird part is that voltages as measured at the battery appear normal (about 13.5v) under light or heavy load. I'm thinking failed regulator.
