Anyone technically COMPETANT I've ever talked-to who would know a thing-or-two about coaxing more HP out of a 308/328 powerplant have listed two primary, low-cost areas to focus on:
 
More Compression (these cars were very over-engineered in this area)
 
Better Fuel Injection (Early 1980s Bosch FI systems were NOT well-engineered for the capabilties of the Ferrari engine, and are very restrictive with what the stock engine is capable of)
 
That's pretty-much it.  You can play with the exhaust flow 'till the cows come home, but other than a 2-3 HP 'bump', you're not going to improve engine flow.  Engine flow had two major restrictions - the weak, US-spec compression because of the new Environmental regs coming out of the EPA/DOT crowd in the early 80s, and the Bosch FI setups that were underperformers out-of-the-box. 
 
Bosch is reliablie, and works extremely well, and is DEAD EASY to setup and tune, but if you wanted to improve flow and HP, you'd need to upgrade to a programmable setup and start building maps on a Dyno.  THEN things start getting expensive, unless you have gobs of your own time and have your own Dyno to play with for days - few, if any, aftermarket FI companies have played with 1980s Ferraris to have a good 'starting-point' of maps available to get started with.  There aren't many markets for such applications, so most people who go this route are 'on their own'.

More air really is the tricky bit with motors, isn't it.  The other bits, more fuel, better spark, etc are easy peasy by comparison.  Mind you, once you get enough air into the motor, keeping the heads on, and not blowing the bottom out of the case provide their own challenges too. hee hee

Hmmmm - HP is equal to Torque x RPM divided by 5252.  So either the breathing efficiency is improved to improve torque or the RPM was increased.  If the motor becomes a better air pump - RPM may not need to increase - tho it could - that much to get more HP.

100% stock
 
211.0 RWHP, 185.8 ft/lbs peak with STOCK EXHAUST AND CATS
 
 
so a 25%  increase should yield   263.7 RWHP 232.2 ft/lbs peak

But having said that, 270HP * 1,25 = 337,5HP
That's about the power of a 348 GTB (320HP) , and that car costs about the same as a 328 ...
