How about only having three basic rules?

1) you are allowed 'x' liters of whatever fuel you want to use per race
2) the monocoque must protect a driver from a 250mph crash
3) minimum of four wheels (no maximum)

Everything else is up to the team. i.e.  ground effects, turbos, number of cylinders....

Ah HAH - just like the old Formula Mondial.  Heck - those guys were only 2 or 3 seconds a lap off of F1 at Long Beach.

          How about requiring all F1 engines and transmissions to be sourced from street cars which are no more than 3 years old and were produced in quantities above 500 per year? Internal parts could be changed except for block, heads and crankshaft. Otherwise open formula.
          That would make F1 relate to street driving very much.
          Just my thoughts
